Question 2 and 4 train with full in-sample data?

I'm guessing I should use only the frist 25 and 10 in-sample data to train, then calculate out-sample error? If I use all in-sample data to train, question 2 and 4 would have the same answer.

Correct. The preamble to the problems specifies "without restoring the full for training after validation is done."
