In problem 7, try modifying coordinates in the opposite order: i.e. v first, then u.

Interesting observation. I wonder why the error gets much lower when the steps are reversed (that is move in the v direction first followed up moving in the u direction).

A fixed learning rate implies a variable step size, the step may be larger when you start with v!?
