Comparing K = 9 to K = 12 (respectively), which of the following 5 cases happens most often in your runs:

Is this to be interpreted as "When increasing the number of clusters from 9 to 12, ..." ?

Correct; first case 9 clusters, second case 12 clusters - going from first case to second case, ...
