Exercise 2.2 - Requesting Clarification

Exercise 2.2 asks to verify the bound of Theorem 2.4 in the three cases of Example 2.2

However,

on (i) it mentions h(x) = sign (x - alpha)

This made me confuse.

The whole question is not clear to me.

Would anyone help? Any tip or reply is appreciated!
