'novel breakthrough theory of machine learning' by Vladimir Vapnik
 
There is announcement about Machine Learning conference held in Berlin in October 2015.

The conference features Professor V.Vapnik and his novel theory "Intelligent Learning":

Interestingly, that at the same time, in the last 2 years, Vladimir Vapnik had tremendous theoretical progress in his novel breakthrough theory of machine learning, which he called Intelligent Learning. He and his colleagues will describe their approach at the conference in detail.
Dear Professor Yaser S. Abu-Mostafa, can you comment on this novel theory of Professor Vapnik?

From Prof. Vapnik's webpage, it appears to be allowing the "teacher" to provide the learning algorithm more versatile information. Given that there is no paper on that yet, I guess we'd have to wait for the presentation and see.
