Q9 Clarification
 
Does "comparing the two cases" refer to Q7 & Q8 or all 0..9-vs-all with/with-out transform?

My interpretation is that the question does NOT refer to Q7 or Q8.
"Comparing the two cases (without transform versus with transform)"
Yes it is asking you to consider all 10 digits from "0 versus all" to "9 versus all"

Q9 covers all of them, 0 versus all through 9 versus all.
